Sir J. Jordan to Sir Edward Grey.-(Received November 28.)
Peking, October 12, 1908. WITH reference to previous correspondence, I have the honour to transmit to you herewith copies of despatches from His Majesty's Consul-General at Mukden and His Majesty's Vice-Consul at Antung respecting the inauguration of the Yalu Forest Company under joint Chinese and Japanese auspices.
It is especially gratifying to learn from Mr. Russell's despatch that the commencement of work has been attended with such a pleasant exchange of amenities between the two nationalities concerned, and it is sincerely to be hoped that this industrial co-operation will tend to promote happier relations between them in Manchuria generally.
The exploitation of the Yalu forests has been a military preoccupation during both the Russian and Japanese periods of ascendency, and it became under Bezobrazoff and the Grand Dukes who were associated with him the proximate cause of the recent war. The substitution of a Company managed by civilians marks a new departure which is of good omen for the future.

Mukden, October 5, 1908. I HAVE the honour to inclose in triplicate a translation which has been made from the Chinese text of the Regulations for the establishment of a joint Chinese and Japanese Company for the exploitation of the Yalu forests. This Agreement was signed at Mukden on the 11th ultimo.
I also inclose a copy of the Chinese text, which was supplied to me by the courtesy of my Japanese colleague.
A copy of the translation has also been sent to Sir Claude MacDonald.

Rules for the Establishment of a Joint Chinese and Japanese Company for the Exploitation of the Yalu Timber.
(Translation.)
Credentials.-S. Okabe, His Imperial Japanese Majesty's Consul, and Chang Hsi-lan, Imperial Chinese Commissioner of the Finance Department at Mukden, having received instructions from their respective Governments, have, in accordance with Clause 11 of the Agreement of the 14th May, 1908, for the establishment of a Yalu Timber Company, agreed upon the following Regulations for the governance of the said Company, to wit:--
1. Basis of Agreement. The Company will be conducted in accordance with the Agreement between the Chinese and Japanese Governments of the 14th May, 1908, for the joint exploitation of the Yalu timber, and in accordance with the present Regulations.
